At COP-2 in Geneva in June 1996 a team from GCI launched C&C, the internationally inclusive
'Contraction & Convergence'
of greenhouse gas emissions
to meet the climate emergency.
We put up large graphics of C&C on the wall outside the coffee-shop in the UNCTAD Building
where the international climate negotiations were taking place.
A tall well-built man came across to the GCI desk and said, "Good God, a solution - can I have it."
We said of course, that's what it's for.
That man was Tom Spencer MEP, Chairman of the Foreign Affairs Committee of the European
Parliament and also Chairman of GLOBE (Global Legislators Organization for a Balanced Environment).
Tom
didn't just have it, as a Conservative politician he gathered huge support around the idea
with GLOBE publications
